Participants felt there is a lack of strategic planning across the 'whole of the system' with regard to how funding for local initiatives is issued. This puts people in competition with each other, is not 'sustainable', and the tight funding deadlines were seen to hinder collaboration. The central government was considered to play a role in this issue.

"...there doesn’t seem to be some strategic planning around the whole of the system for when the funding comes in and how it’s given up, it’s like, ooh there’s this funding over here and you’ve got two weeks to apply for it... you can’t work in collaboration because you’ve only got that two weeks."
