The public has indicated that a lack of public lighting is affecting the perceived safety of Swindon. Participants noted that there are more inadequately lit subways and alleyways in the "district areas" of Swindon, relative to the city centre, meaning gangs of youth are more likely to congregate there. The lack of street lighting was also considered to encourage street drinking.

"…if something’s lit then you feel safe because you know what’s going on around you..."
"...if you move out the town centre... to some of the district areas... you’ve got a lot more subways and alleyways… where it’s not perhaps adequately lit, and that’s where you can potentially have gangs of youths that congregate... people may not feel as safe in those areas."
