Placing police officers in city centre means residents in other areas will see less police presence

As the number of available police officers is limited, placing them in the city centre means residents of district centres or more rural communities outside of Derby will "see less police" in their area as a result.

~ "...the amount of police officers... is limited regardless of where I place them, so if I place them in the city centre I’m taking them from a district centre, I’m taking them from elsewhere."
~ "a community… outside of Derby city, a more rural one, probably are going to see less police because I’m taking the police to the city centre"
