GOVERNANCE, FUNDING AND VISION
Description:
The importance of having and communicating a "clear vision" for Derby, which all stakeholders buy into, was noted. Efforts had been made to create this clear vision, but this was abandoned because of a lack of resources. This tied into the "wider issue" that local authority workers would like to do more to improve Derby if they had more resources. Participants felt Derby's "lack of strategic thinking" was an issue which ultimately costs the council more in the long-run. They felt that if Derby had a "very clear strategic vision", prevention and early intervention could be better incorporated. They also highlighted the importance of "sticking to" a strategic vision, which can be challenging as some stakeholders will try to find reasons to "push through" issues and aims that are beyond remit. A provided example of this was councillors wishing to be re-elected on the basis of promised change, as they may want a "nice quick win" that does not align with the agreed vision. Participants considered the community impact zone to be an example of "a lack of strategic vision" as it involves two major organisations with conflicting views and visions which is not "what’s best” for Derby. They also felt business landlords would need to buy into Derby's strategic vision.
Quotes from participants:
~ "...having a clear vision is about communicating that vision so that everybody buys into it.... we did start trying to work towards a clear vision but it was pulled because of resourcing... we’d all love to do more if we had more resources...to create a better city
~ "the problem is... our lack of strategic thinking... the planning bit at the front end, so these young people are popping up in social care where services are a lot more expensive, a lot more complex for us to solve. Actually if we had a very clear strategic vision around things, prevention and intervention at the earliest opportunity, and we’ve missed this…."
~ "It’s also about having the strategic vision, and sticking to it. Which I think sometimes can be the problem... when something comes in that’s slightly outside the scope of vision but some people still like it, then they push it through and find a reason..."
~ "You get something that might be a nice quick win, but it’s not necessarily in line with the vision but because it’s a quick win, you do it anyway."
~ "Community impact zone, for me is a lack of strategic vision because we’ve got two significant organisations with different view..."
