Cumulative impact zones mean new establishments must evidence lack of negative impacts

Cumulative impact zones, which particularly target vertical drinking establishments, are helpful as a means to control new licensing applications because applicants need to demonstrate their establishment will not have any negative impacts on the zone and on members of the public, rather than the local authority needing to demonstrate that the venues will have these impacts. However, cumulative impact zones might discourage diversity of venue types and new businesses coming to the city centre.

~ "[A cumulative impact zone] turns it on it’s head, we don’t have to prove that they’re [new establishments] going to impact, they need to prove to us how they’re not going to impact on… the area and members of the public… it’s really helpful for us to have one in place just as a little bit of a watershed to every single application, albeit it’s not an iron curtain saying no to applications"
